"mouse_drag_pan: true" is stuck on after left mouse click in full screen mode

Currently using v3.6.0 with Firefox v128.5.2esr

I have a card configured with a camera.

Regular window: I can zoom in then pan using left mouse button. Once left mouse button is released panning stops.
Full size mode: I can zoom in then pan using left mouse button. Once left mouse button is released panning continues and is stuck "on"

I narrowed down the issue to mouse_drag_pan: true.
I don't have a touchscreen laptop, so I can't test if touch panning has same issue.
