Describe the issue

Blood restoring chems (specifically those that call CE_BLOODRESTORE) do not restore blood if the patient is in cardiac arrest. This applies to Rezadone, Saline Plus, Iron, Sulfur, Copper, K'ois and so on.

I've only tested this locally with the latest build. This may be intended but considering all other properties of the chems in question work in cardiac arrest besides the blood restoration, I believe it is a bug.

How to reproduce

  1. Reduce the blood volume of a patient.
  2. Put them into cardiac arrest.
  3. Medicate them with a reagent that has blood restoration.
  4. Blood volume will not increase, a quick VV check shows that despite the chem metabolizing, no blood is actually being restored.
