[Bug]: Can't select Diplomatic Aide in the setup menu

• I have searched the bug with a few keywords, and I confirm this bug was not yet reported.

Describe the issue

The diplomatic aide occupation appears as ''Background restricted'' when attempting to select ready joining priority. I have tried every single background as a vaurca bulwark and it was still background restricted. Same goes for skrell and humans as I've tested.

How to reproduce

1. Click Setup in the main menu
2. Go to the Occupation tab
3. Fullfill every necessary requirement to select diplomatic aide untill it reaches ''Background Restricted''

should be fixed. Keep in mind you need to match the liaison's faction to actually select the job.
