[Bug]: Colourable Short Shorts uses Colourable Normal Shorts sprite

Describe the issue

For reasons I'm not entirely sure about, but possibly linked to all colourable shorts sprites being broken until #17757, the colourable short shorts use a sprite identical to the colourable shorts. This means the item effectively does not exist at present.

Note that this bug was not caused by #20240, I just forgot to report it when I first noticed it before the testmerge

How to reproduce

1. Open your loadout
2. Equip colourable short shorts
3. Take note of the fact that they are too long, and in fact are regular shorts
