[Bug]: Accessories borked on plate carriers

Describe the issue

I tried to apply my custom item (Kira Vazquez's plate carrier adjustments) to the HOS carrier and it failed to render on the character; renders just fine on the item sprite. Bizarre especially because wearing it on its own as a suit item instead of applying it to something causes it to render normally.

Possibly related to #20379 and its fix #20384, or maybe #20359. Existed and persisted before and after all of these, but seems to have broke somewhat recently? Best guess is it wasn't updated alongside the rest in the lattermost PR/fix (20359).

How to reproduce

1. Whip out Kira's custom item. (I assume it has something to do with hers specifically.)
2. Try to apply it to a plate carrier.
