Variable collections can't be created from UI

Variable collections can't be attached to workspaces via UI, but these collections can only be created via API/TF-provider.

It would be very useful to be able to create them through the UI (like global variables), and being able to check which ones are already created and which variables they contain.

Neither do I, but I'll try to find some time to help. Can't promise anything, but I will do my best!
