Do not deploy unused standard components

Description

Would it be possible not to deploy standard components when they are not used in the solution?
Currently a lot of components are being deployed even when they are not used by any of the solutions.
This makes it hard to make sense of the deployed solution, and could result in unneeded costs.

Repro steps

Deploy a solution with a minimal set of components.

Expected result

A minimal set of components created in Azure.

Current result

Many standard components created in Azure.
