Content- "Edit Metadata" menu- The language select box does not populate #820

Similar to #819 , in the "Edit Metadata" menu, the language select box does not populate.

Luckily, users can still save, they just can't select a language if they did not do so before when the content was uploaded.

Fix this bug by populating the Language selection box, and enabling users to select a language for their content.

JKJensen added the Priority 2 label
