Involves removing/DRYing existings functions and stand-alone sanitizing calls (including regular expression sanitizations).

The team is still deliberating about whether to use a utility class to house the new functions.

@themerekat I think that we should move this to triage because it would be moot if we move to laravel. Thoughts?
