CPAN News: Following modules, authors, and author blogs #799

This is an idea that evolved out of a blog post that started about something else:

MetaCPAN could provide a "CPAN News" feature. For example, I might be able to subscribe to https://metacpan.org/feed/NEILB

I could choose to follow modules and/or authors. My feed would include any releases include modules I'm following, and any release done by authors I'm following. If any of the authors I'm following have told MetaCPAN about their blog, then their blog posts would be aggregated in my feed to.

You could also opt to see all new module releases.

This would provide a single feed for CPAN related news.
