Create a time dilation friendly timer api

Create a timer that ticks based on time dilation. Can also be tied to a node to use its time dilation. I'm thinking of having two apis, one that's a Timer node with auto clean up another one that's more manual. I can start with the manual first and implement a timer node if needed in another issue.
