[Devnet5] Minimal preset broken #8965

Pari report on discord that teku currently fails when executed with minimal preset with the following exception:

java.util.concurrent.CompletionException: java.lang.IllegalArgumentException: Cannot get active validator indices from an epoch beyond the seed lookahead period. Requested epoch 7 from state in epoch 0
