As an
    end user
I want to
    open a web page on the newly connected device
so that
    I can further configure it there.

The onboard wifi (RPi 3) should be configurable as a wifi access point. So on first boot or some kind of "reset" this access point will be activated as unsecured wifi the user can connect to and configure the target wifi the device should connect to and do further configuration.
