The notification "Always On is running in the background", is shown from the moment the app is launched after reboot or update. This is true even if the setting "Always on display" is set to disabled. One cannot even force quit the app to get rid of the errant notification when in this state.
Using the latest from F-Droid (3.9.1). Updating it got rid of the notification which had been stuck from the previous version. Running it started the notification again. Only a reboot will get rid of it. Same on two androids running Lineage 18.1, one with GApps, one without.
I suggest that the notification should not be present when the app is dormant/disabled. Only when active/enabled.
Suggestion: It would be handy if the app were to launch from the notification (when the notification 'should' be there).

The notification indicates that the foreground service is running and is required by the Android system. A foreground service cannot run without displaying a notification.
The notification is still there when the app is set to "off", at which point surely it can go to the background or close or be force closed. Seems it tries to stay foreground regardless. Force close is not possible, so the notification remains even when the app is done with for the day.
