Brief summary of bug

This seems to still work with previous tags, and it actually worked with earlier versions of ctsm5.3.016, but is failing with the final testing so is a problem. It also fails robustly on rebuilding and trying new tests or deleting build directories.

Izumi was having problems, but these are now resolved. Closing.

Reopening because it's actually still happening. @ekluzek has a workaround here that I haven't tested. Apparently also it would work to manually call case.build and case.run in each directory, but that's annoying when it's 30 tests failing.

Note that we shouldn't close this issue without also closing the related expected failures.

Useful for redoing tests that failed due to ESCOMP#2916, after having replaced libraries/mpi-serial with a fresh copy.
