OrdersTransformer task needs to warn that source file must be sorted

When building composite orders with more than one POL per PO, all duplicated POs must be adjacent in the file -- otherwise you get collisions when POSTing the file causing all subsequent POLs for a given PO to fail.

Recommend prominent messaging be added when task is launched indicating that files containing multiple POLs per PO must be sorted by PO to avoid POST failures
