Add ability to migrate open loans with all item statuses

Need to be able to migrate open loans regardless of the item status in FOLIO. Something along the line of how the tools currently allow for migration of inactive users - if initial attempt fails the item record is set to status of 'Available' and then another attempt is made. The change in item status would need to be logged to the data_issues log.
