GridAPPS-D Sample App Version 1.0

This is the version 1.0 release of the sample application for the GridAPPS-D platform. It is meant to be an example application that exercises the GridAPPS-D Python wrapper API. The Sample apps queries Blazegraph for all the capacitors in the feeder model that is currently running in the simulator. it also subscribes to the output from the simulator and sends a message to the simulator to open/close the capacitors in the model at every 5th output message it receives.
