Display friendly name for License field in Catalog dataset view

User Story

In order to understand the license of a dataset based on a well-known name, open data user wants wants the well known license URLs to appear with the friendly License name in the catalog.

For example, this should appear as Public Domain.

Acceptance Criteria

[ACs should be clearly demoable/verifiable whenever possible. Try specifying them using BDD.]

• GIVEN a dataset is harvested with a well-known open license
  WHEN I visit the dataset page on Catalog
  THEN I see the License listed as "Public Domain" that is linked to the license URL.
• GIVEN a dataset is harvested with an "Other" license e.g. https://example.com/proprietary-license
  WHEN I visit the dataset page on Catalog
  THEN I see the License listed as a link with the full URL text, https://example.com/proprietary-license.
