User Story

In order to receive regular reports on the harvesting of my agency's datasets without having to manually check for missing emails each day, data managers want monitoring and alerting on harvest report delivery so any issues in report delivery will be addressed without my intervention.

Acceptance Criteria

• WHEN I view the [harvest delivery report/dashboard]
  THEN I can see which emails have been delivered each day
• GIVEN a report could not be delivered
  THEN datagovhelp@ receives an email notifying us that an action must be taken.

Background

Every few months we get reports from agencies that they haven't received harvest report emails in days or weeks. We want to have insight into this problem without waiting for our partners to notice and report the problem.
