When developing devs usually want inputDigest - in CI we then want gitCommit.
Maybe introduce an Environment variable SKAFFOLD_TAG_POLICY to override the YAML values?

You can create two profiles for devs and the ci.

We already use Profiles to distinguish between live and nonlive. So we need something else - or profiles to be more versatile.
