Create placeholder tickets for Agile Six quad 2 deliverables

Summary

Create tickets for each Agile Six deliverable that is tentatively prioritized for quad 2 and add them to the product catalog GitHub project.

For the short term we may want to simply use "TODO" for the sections that we are not yet ready to draft.

Acceptance criteria

• GitHub issues have been created for each deliverable tentatively prioritized for quad 2
• Those issues have been added to the product catalog GitHub project

• Grant protocol specification * simpler-grants-gov#2901
• Program-level KPIs simpler-grants-gov#2902
• [DRAFT] Automated cross-program dependency mapping simpler-grants-gov#2903

Updating this ticket to just reflect the Agile Six deliverables, I'll create a new ticket to track the creation of placeholder tickets for the deliverables that Nava is prioritizing for quad 2.
