I understand that FHIR allows clients to query for capabilities of FHIR servers. This is a fine real-time solution.

However IHE Options are there to enable purchasing decisions. We need Options to indicate that a Server does or does not support the Optional Hold Appointment [ITI-116], and Find Existing Appointments [ITI-118]. This can be one option or two. But we need named options to enable a business level decision to know if a server is going to support these server capabilities.

Note that I am less concerned about the Hold operation. I am more concerned to get a named Option for the ITI-118 support.
