strengthType - keep or drop

strengthType is an extension we created for Medication.
However, we don't have an appropriate value set for this coded element.
MPD call showed that there's also no clear use case for this element, because the type of strength is usually irrelevant or can be guessed from the strength unit (per unit of measurement or per unit of presentation).

Xt-EHR logical model has dropped the element.
What about IHE model? If we keep it, we should create a value set and a code system for the extension.
