This is a placeholder issue to track the progress of the HL7 FHIR Import standard. If a clear import standard emerges it may be advantageous to support this within the CsvToFHIR.
@lmsurpre and I met to review current support for import operations within the FHIR specification. The specification does not have a finalized standard for bulk import at this time. However the "emerging" thought, or current work, on the import standard is to be able to support bi-directional import and export operations with ndjson (multi-line JSON files). So CSV is not "in scope" within the standard.
Synthea provides sample FHIR data sets in FHIR and CSV formats. If we find that we need to "standardize" things a bit we can review the Synthea data sets to see what conventions are followed. Adopting a layout similar to Synthea would provide compatibility with a common convention, but would not be a "standard".
