Port layers should have the ability to have companion layers

• When a port is selected, a companion layer (probably a geojson) of all the port locations should show
• If single port layer is still active, that companion geojson port layer should stay active. Use case - if multiple port layers are activated and then deactivated, as long as single individual port is active - keep the geojson activated
• If the geojson port layer is deactivated by the user, still show the single port layer unless otherwise requested
• FUTURE USE CASE - summary gear/date range companion layers maybe added to port layers - get clarification from team
