does version 1.3.1 use cuda no instead of nncn-Vulkan?
librife.dll
because it gives me an error and my video card only supports vulkan
the other version that uses the
RIFE.dll
works perfectly but this new one doesn't work

The original vs-rifenvk supports model up to 4.0, then the development seems suspended, but there's a fork that supports model up to 4.6, which I use since v1.1.0 https://github.com/Mr-Z-2697/ddfi-rife/releases/tag/2-v1.1.0
It should behave the same as the original, but you can replace it with original version and use model 4.0 and below. There's no huge quality difference to be honest.
Furthermore, if you can provide some more detailed error logs that would be wonderful.
