Tours should show up again when we release a new version of the site. #155

Description

When we update the version of the site, users who may have previously checked the 'don't show this again' button on the tour intro will not be shown any new things we've built into the app (and added to subsequent tours).

We should add some sort of release-version-specific keying mechanism to ensure that a new version of the app goes looking for a completely different state-save for 'don't show this again'.

Steps to reproduce

Visit explore.overturemaps.org (currently at release 1.0.0-beta.1), click the 'don't show this again' checkbox.

When explore.overturemap.org releases its beta two version, no tour will show up, despite all the updates we've made to the functionality, as the tour has new things to explain to the user.
