Returning to a draft full review shows you the rapid review success message instead

When returning to a draft full review, you see the 'Congratulations! You have successfully submitted your rapid PREreview. Would you like to expand on your feedback with a full PREreview?' message instead. You have to click 'Yes' again to see the draft.

Additionally, when I save a draft full PREreview it should show listed in the user drafts but it does not.

So to access the draft I have to go to Add PREreview(s) and say yes to the question of wanting to write a full PREreview, option that I have already said yes to. This links to issue #353 high priority issue.

The same happens to a co-reviewer that is invited to collaborate on the draft. Once they accept to collaborate on the draft, the draft disappears in their user draft.
