Problem with requesting tags with PSICQUIC registry

What steps will reproduce the problem?

Querying the PSICQUIC registry for specific tags doesn't seem to work. Try the 
following queries:

1. 
http://www.ebi.ac.uk/Tools/webservices/psicquic/registry/registry?action=STATUS&
tags=spoke
2. 
http://www.ebi.ac.uk/Tools/webservices/psicquic/registry/registry?action=STATUS&
tags=bipartite
3. 
http://www.ebi.ac.uk/Tools/webservices/psicquic/registry/registry?action=STATUS&
tags=(not%20spoke)

What is the expected output? What do you see instead?

1. Should return only services with tag 'spoke', but returns all services.
2. Ditto.
3. Should return only services without tag 'spoke', but returns nothing.

What version of the PSICQUIC are you using?

Does this apply for the registry? I haven't found versioning information for 
the registry.

Please provide any additional information below.
