Transfer existing example code from https://github.com/rushirajnenuji/dataone-gse/tree/feature-argo-devk8s-deploy into the ogdc-runner.

I think it makes the most sense to tackle this as part of #38. That issue will have us implement the PDG processing pipeline as a workflow chained on an OGDC recipe.
