How to add to modpack?

I am making a vanilla resource modpack and i am creating a mod request form.
In the mod request form i have made it clear that "Hey, check that the links to the mods are whitelisted by StopModReposts" and i would like to bundle a mod that displays this splashscreen on startup

This project is currently no longer under development.
And I don't think it's available on curseforge so it can be added into a modpack.
