[Infra] Auto alert the monitoring metrics to report channel

Is your feature request related to a problem? Please describe.
It's not possible to view the dashboard all the time.
The monitoring mechanism requires auto alert to let the maintainer knows the issue happens.

Installing the https://github.com/prometheus/alertmanager and report to Telegram Channel

Grafana build-in alert mechanism and report to Telegram Channel
