Add a check that reactive tag (i.e. tags starts with #) are under reactive element tags #4

We need to verify that reactive tag (i.e. tags starts with #), which create reactive components, are inside a reactive element tag (#tag).

If not, it should raise a template.TemplateSyntaxError exception in the Django template parsing phase.
