Missing information in submission stage

To send a file to the internal/external review or another stage, the submission must be assigned to an editor. In previous versions of OMP, the user got an hint in case that the submission was not assigned. This hint is missing now.

@NateWr, just flagging you as you also consider the participants drop-down. A UI hint near where the "send to review" button would be (below "Expedite Submission") seems logical to me.
