Move Collections to a Dedicated "Browse Collections" page

This feature is part of Phase 1 of the DAMS v1.5 update (#33). It's not a homepage feature, but is a page that should be launched in tandem with Recently Digitized Collections homepage feature (#34).

Collections will be removed from the homepage when Recently Digitized Collections is launched, so Collections need to move to their own page.

This feature will also affect the Browse dropdown and Collections footer link:

• Individual collections will be removed from the Browse dropdown, replaced with "Collections," and link to this page.
• The Collections link in the footer will direct to this page instead of the homepage.

Browse Collections Page Design

• The collection grid follows the same rules it currently does on the homepage.
• Page title banner follows same rules as library website
• If there's only one page of results, hide the paging widget
