33131B is named secondary aluminum, but it's really processed aluminum products if you check their corresponding naics codes (331315, 331318; 2017 version). Secondary aluminum often refers to that from recycled aluminum, and there is an industry 331314 for it (Secondary smelting and alloying of aluminum), though after calculation this sector disappears.
The same issue applies to 3312 secondary steel products, where BEA's original naming is Steel Product Manufacturing from Purchased Steel. Both primary and secondary steel productions are in 3311, and what distinguishes between 3311 and 3312 appears to be the lack of crude iron and steel production in the 3312. That means companies in 3312 purchase iron and steel from 3311 or other countries.
This issue doesn't apply to 331420 secondary copper products, though this category is complicated. It involves both secondary copper production (from scraps) and copper processing (rolling, drawing, extruding, and alloying).
