modules from helix-cli should take precedence over local project modules

the current situation is, that the module path used by the simulator is different from the module path the packager of helix-cli uses, which give inconsistent result. since it is easer to change the module path of the simulator, where change it here.

changes: the modules provided by helix-cli should take precedence over the modules provided in the local project.
