Not all phones are rooted but all phones can have wireless Debugging turned on. It may not be perfect because this setting needs to be enabled after boot and your app need to be opened afterwards, but still better als typing the command manually every reboot

Wouldn't this be easier to do with termux? Just put your commands in a script and make it run it on boot

Termux needs to be connected manually and the port is always changing. At least for me I didn't find a way to get a script working.
AppManager from MuntashirAkon has this feature, to auto connect if debugging is turned on
