right now it is a single authority for all pools / custodies, more convenient and secure to have it per pool

Similarly, it's also helpful to have Permissions assigend for the pool as well...
Right now Permissions exists only for individual custodies and the Perpetuals state, having Permissions for each Pool would be helpful in case we want to pause one particluar pool for instance.
