ci: backup jobs should address older backup PRs which haven't been merged #120

The job could do one of two things:

  1. close the PRs (better experience, but more permissions required)
  2. Leave a comment on the PR saying that it has been superceded by #X (Less permissions and potentially harmful actions if there's a bug, but still needs to be manually closed)
