unified-targets are no longer supported.

please see https://betaflight.com/docs/development/manufacturer/requirements-for-submission-of-targets and the overall https://betaflight.com/docs/development/manufacturer section.

The new target repo is https://github.com/betaflight/config

With Unified-Targets being sunsetted, the instructions on how to add new targets has been removed. Resolves betaflight#1362
