Create React starter app

• As a developer using GC Design System products and tools in React, I want to have examples I can look at, so that I can integrate the tools faster and easier.

✅ Definition of Done / Outcomes

• English pages
• French pages
• Merged into gcds-examples repo under starter-app directory
• e2e tests that verify the app has:
  • Rendered
  • Page navigation
• All text have equivalents in french and english
  • French
  • English
• Content review of english text
• Translation
• Bilingual review

📜 Acceptance criteria

• Follows similar format as the vue starter app
  
• Is within new folder react/react-template
• Government of Canada branding (header/footer)
• I18N (English/French)
• Intro page
• Report a bug page
• Basic rendering end-to-end tests (app renders)
