If Open311 is down, font page should not show "Unknown Error" Message

When the Open311 API is unreachable (e.g. today during the AWS outage), the front page of SRTracker simply says "An unknown error has occurred!"

In this situation, we should try and show a message that specifically says Open311 is down and try to be slightly more friendly and helpful to visitors.
