Cellsize issue with either encoder or decoder #3

When sending pointclouds wit a cell size of 0.015 and octreeDepth 10 the receiver reports a cell size that is much too small (0.0015).

Need to check where the problem is, could be in many different places (encoder, decoder, protocol handler)
