I have used Undercloud Configuration Wizard for tripleo undercloud deployment and I think that the wizard should have a feature when we hover over a configuration option there should appear a tooltip to explain what this configuration option do, with an option to read about it more in a new tab.

If you hover over the input box for an option it actually should open a tooltip. I do notice that I didn't add similar functionality for the text that has the name of the option though, so I'll do that.

I'm not sure what content would go in a new tab though. The help text for each option is the only real documentation for them. I suppose some of them could link to relevant sections of the documentation (like SSL), but since the user probably got to the wizard from the documentation that seems like it might be redundant.

Make tooltips apply to entire row

Previously tooltips were only set on the input boxes for an option.
Users should be able to hover over the name of the option and see
the same information though, so move the tooltip definition to the
table row tag so it applies to both fields.

Addresses github issue #1.
