0.8.0 - CORD with DID and Authorities

With this release, CORD sparknet is going live.

Major features implemented are:

• DID pallet
• Registry pallet for controlling the access, and authorization
• Stream pallet for providing the latest status on the content identifiers used with verifiable documents.
