Build a copy of the network-score pallet using AccountId based transaction and not did

DID based transactions are developed as an integral part of version 0.9.2 where the dependency on chainspace was created. With (re)introduction of Balances, it makes sense to have an option of Account based pallet-score too in the system to get things more simplified.
