Is this while you are communicating with a USB device, or when it is idle?

I am seeing 50% CPU usage when communicating with an RTL-SDR USB software defined radio. When the USB device is idle, there is virtually no CPU use.

A software defined radio sounds like a lot of IO. usbipd-win is a user mode program, requiring a lot of context switches between kernel en user mode per USB request. I don't think this can be improved.
