When switching the language with the argument -nl and starting Eclipse IDE with a previously created workspace in English the language of inactive View labels like for example Plug-In View (in the default Plug-In Development Workspace) are not translated. As soon as these views are activated with a click the label is updated to the translated value.

As soon as these views are activated with a click the label is updated to the translated value.I am not sure if this is an issue with Babel, it looks merely like an issue with Eclipse Platform itself. Where else could I report this issue, with the Platform (https://github.com/eclipse-platform/eclipse.platform/issues) or Platform UI (https://github.com/eclipse-platform/eclipse.platform.ui/issues) projects?
